Essentially, they can generate revenue by offering services that further their charitable goals, but these services must be closely tied to the non-profit's stated mission, to avoid issues with tax regulations. Offering cleaning services would not qualify as a legal way to generate revenue as a non-profit with a stated mission of "combatting homelessness".
The number one thing hamstringing the expansion of most non-profits is limited funding. There are already many non-profits with decades of experience operating in every community, whose primary mission aligns with ours.
